does anyone know how to get the passwords out of chrome and turn it into a .xml file
im trying to move my chrome passwords to firefox please help

I fear this is not possible, and i really hope that this is true.
Think of what could happen, if what you wanted to do, is really possible (system security).

well ive looked it up and it is possible just too complicated for me to comprehend i am looking for a simple way

Please post a link, as i can't believe it (and i don't found anything like that using google).
All i found is, that it is possible to export/import your chrome user data (inclusive encrypted passwords).
This data only can be used to setup another chrome installation (but this is not what you wanted; or better only one part).
You need to decipher the passwords somehow, if you want to store it to firefox:
This part should be (nearly) impossible, so your complete task above is not possible.
Note:
With "(nearly) impossible" i mean "only possible when using cryptanalysis software".
Even with such software you may need some month to decipher one password, or don't use that browsers cache anymore for passwords.
So i think, you didn't thought about that.

sadly this is for linux and i have a win 8

also i found a few programs but they show up as viruses and malicous software so i didnt download them such as chrompass and a few others

I'm surprised that this was possible at least in the past;
they have stored the passwords unencrypted in early versions, too... .
The above link targets to an archieved howto from 2012; multiple security holes have been closed since then.
So i hope, that this is not possible anymore... (but i haven't tested it).
You may try it on your own risk, because to execute the first step you have to take multiple risks:
an attacker may get them in mutliple ways (from file, upload/download stream, online storage ...).
(parts 7 and 8 may not be needed, as this is only a reformat of the text file "Login Data").
Automating the complete task is not easy, as you have to wait for data synchronization, which i think cannot be done using pure batch.

Also post the exact content of the target file (lets use csv file) that firefox accepts.

i have given up on this i found somthing that makes it easier its called safe in cloud http://www.safe-in-cloud.com
and just install the addon for either chrome or firefox and install it on your pc and it work wonders for me sofar

You should note that this is not the safest method (but it's your risk):
For example a virus (keylogger scanner client) may detect your cloud login and password,
and a short time after that the virus server downloads all your logins/passwords.
(And that is only one attack scenario that is possible.)
