Batch file add users group to remote server c drive

I am trying to create a batch file that grants full access to the local "Users" group to the C drive. I have the script copying the batch file to remote server then psexec executing the batch on the remote server. It connects to the server but doesn't seem to ever complete. Am I doing something wrong or is there a better way to do this? I will post code tonight or tomorrow. I am running on windows 7 and trying to execute on server 2008
