you should find a bat file in all or one of these locations:

C:\Users\All Users
C:\Users\All Users\Microsoft\Windows
C:\Users\All Users\Microsoft

I Think it just a help batch file for the previous or a new virus.

You are deeply infected, you should now go with foxidrive advice and re-install windows, i don't like the re-install too but in this level you must.
