Hi,
I am new here so I am not sure if this goes anywhere specific. But I was looking in my registry as I have been having many issues of task manager and regedit of resetting itself to Disable and I am the only one whom uses my system.
I came across a slew of these keys, never seen anything like it before in my whole computer experience since 1997.

Can anyone please tell me what all these like this goes to?

That's impossible the keys on regestry start with HK not HR

These are values or data in the registry, no registry pathes.

These are ROT13 "encrypted" values.
Decrypted your example means
UEME_RUNPIDL:%csidl2%\MSN Explorer.lnk
Thats all I can say, because you didn't tell us where you found these values.
